If I'm understanding your question then something like this should do it:

<mt:if name="foo_loops">
  <mt:loop name="foo_loops">
  ...
  </mt:loop>
</mt:if>

Or are you mean something else? If I am mistaken could you provide a
code sample of what you are trying and more specifics the purpose?
