[MTOS-dev] Trackback Bug?

Here is another behavior that I have observed for a long time: 
OneHourMaxPings and OneDayMaxPings tests are antiquated.

Hour defaults to 10 pings, and Day defaults to 50 pings.  In addition, 
the count tests include all junk pings.  So if some spammer sends 10 
pings rapidly, and they all go to spam, then any normal non-spam 
trackbacks get denied.

I see this as a DOS bug.  I think that the defaults should be raised, 
and more importantly that the count code exclude spam trackbacks in the 
test.

Any thoughts?
