I've attached a patch with all my diffs.  It can be applied from the MT 
directory.  You can also download the patch from [1].

The first part of the patch fixes an issue where utf8 text grabbed from 
the pgsql database is not properly encoded before showing up in, say 
edit comment pages, in the dashboard.  It won't make a difference if you 
are using a perl earlier than 5.6.

The other parts fix issues that arise after the first part is fixed. 
MT's utf8 support is somewhat hackish.  I'd love a project that cleans 
it up.

MT 4.0 had issues with clobering utf8 text in the comment preview app. 
I don't know if 4.1 has this issue since I fixed it in my dispatcher.  A 
similar fix can be made to MT::Bootstrap if anyone is having this issue 
with comment preview.
