A strict reading of the specification (RFC 4287) only requires the 
atom:name element be present, not that it has content. The Feed 
Validator at feedvalidator.org claims such a feed is valid, but justly 
warns that empty names are not useful.

So far it has been the authors' responsibility to ensure their feeds 
are useful by entering display names.
