My point is:

 - Because it is crucial to keep runtime sequence simple, I can't
agree with making it more complex as you posted.
and,
 - I think you can do run background tasks with using post_run and
take_down callbacks, which have already been incorporated into MT 4.1.
 If you can do it, no changes are required for MT code.

# And, actually, I'm using your mt-dispatch without setting
MT_PERIODIC environment variable.
