[MTOS-dev] The MTOS Code of Conduct

As with any community, as it grows, you must have some ability to
influence the way people interact with one another in order to keep it
focused and growing productively.   A while back, Byrne initiated
discussion about a Code of Conduct that didn't go far.  Unfortunately,
setting the tone early on is crucial if we want this community to
succeed and grow as I know nearly all of us do.

Being that open source (like Burning Man) is a DO-ocracy, I took a few
moments to DO something about this.  I present to you the new Movable
Type Open Source Code of Conduct:

It's not finished, nor will it ever be.  But at least we have
something to point to to ensure movement in the right direction.
