[MTOS-dev] 4.15 Rebuild Patch

I've fixed the problem that I was having with the rebuild_confirm popup. 
  In fact it was two problems.

1. The database was not being accessed correctly.
2. The database was not properly upgraded and some new values were blank 
that shouldn't be.
