[MTOS-dev] Log4MT - A new enhanced logging and notification plugin

I'd be happy to, however, I'd prefer for a number of reasons that the
infrastructure be in core to bolster MT::Log and not implemented as an
addon.  The biggest being that it allows for logging/notification for
processes that occur BEFORE addons are loaded.

And if that's the case, I'd like for us to discuss and agree upon the
interface in depth first to make sure that we maintain backwards
compatibility, future extensibility and general sanity.
