[MTOS-dev] Log4MT - A new enhanced logging and notification plugin

I agree with the sentiment if not necessarily use of my particular
code.  Having Log4perl power behind MT::Log would do a whole lot for
Movable Type.  That will become more evident as I reimplement the
modules I broke[*] last night trying to get this thing out the door
