[MTOS-dev] Debian packaging notes

I mentioned on the pronet list back in August that I would put some
relevant notes I've kept on packaging MT for Debian on the wiki on
movabletype.org, but never followed through. I am going ahead with
doing that now -- I've pulled down some notes from a private internal
wiki and am editing and revising what I've got. I don't know how high
quality the job I did was, since it was my first attempt at building a
package from scratch rather than eg making small edits and rebuilding
extant ones. Once I get them edited and posted I'll post a pointer to
them here.
