Returns true if the current category does not have a parent category other than the root.
Example:

<mt:HasNoParentCategory>
<mt:CategoryLabel> is but an orphan and has no parents.
<mt:else>
<mt:CategoryLabel> has a parent category!
</mt:HasNoParentCategory>
